Utah’s governor, Herbert signed into law House Bill 141, the stream access bill.

The way I understand it, the current rivers are open to fisherman provided they ‘enter’ on public lands. The new law prohibits access to private streambeds. This would require getting permission from the landowners on the river or stream.
Talk about a headache!
